Peru Commits to Public Vessel Tracking Data
The Peruvian government has committed to making its national vessel tracking data publicly available through Global Fishing Watch, which provides the first global view of commercial fishing activity. The commitment is the result of Oceana’s collaboration with the Peruvian government to increase transparency of commercial fishing in Peru’s waters.

In addition, Indonesia made its vessel tracking data publicly available for the first time through Global Fishing Watch. Indonesia was the first country to commit to publishing its vessel tracking data in Global Fishing Watch, which uses public broadcast data from AIS, collected by satellite and terrestrial receivers, to show the movement of vessels over time.

Real-Time QC Manual for
Phytoplankton Observations

The U.S. Integrated Ocean Observing System (IOOS) Quality Assurance/Quality Control of Real-Time Oceanographic Data (QARTOD) Project has published the “Manual for Real-Time Quality Control of Phytoplankton Observations.” This manual is the 10th in a series of documents that provide guidance to help data providers ensure the quality of data they collect in real time. The manual also represents completion of a NOAA/National Ocean Service milestone that highlights the operational use of new and emerging technologies focusing on ocean observations.

This manual is QARTOD’s first venture into the quality control of data for biological variables such as phytoplankton, which is an important food source for marine life from whales to shrimp. The information gained from phytoplankton observations is used to monitor fisheries closures, aquaculture, recreational and potable water source quality, as well as serving as an early warning for harmful algal blooms. Phytoplankton observations also can help scientists conduct satellite ground-truth, implement on-the-fly course corrections for predictive models, and monitor environmental impacts of climate variability. These observations offer an important window into the health of specific ecosystems in coastal oceans, rivers, estuaries and lakes.

Draft Release of Marine
Renewable Energy Bond Criteria

The Climate Bonds Initiative has released the draft Marine Renewable Energy Criteria.

The industry working group (IWG) for Marine Renewable Energy Investments comprises organizations from the marine, investor and verifier community. Members include the World Ocean Council (WOC), Black Rock, Credit Suisse, DNV GL, World Bank, Carbon Trust and Ocean Renewable Power Co., among others.

The goal of the marine bonds is to catalyze increased investment, by both private and public bodies, in material marine-based climate mitigation, adaptation and resilience interventions.

Once completed and released, the criteria can be used by green bond issuers who are seeking Climate Bonds Certification, which is a tool to assist investors and issuers in prioritizing investments that contribute to addressing climate change.

The WOC Ocean Investment Platform is being developed to provide a global structure and process for advancing investment in responsible ocean development, including through the use of tools such as the Marine Renewable Energy Certification of the Climate Bonds Initiative.

New Company Addresses
Marine Energy Skills Needs

A new U.K.-based company that aims to address the immediate and long-term skills needs of the global marine energy sector has launched. UTM Consultants Ltd. will leverage its extensive network together with its industry experience to source and supply the manpower solutions required to deliver complex ROV, survey, inspection, repair and maintenance projects to the oil and gas, renewable, hydrographic, marine, power and telecommunications sectors.

Founded by Managing Director Richard Tozer and Operations Director Alex Meeks, the privately funded company will specialize in the acquisition and deployment of highly qualified and accomplished professionals from a range of technical and engineering disciplines. The company has also established an onshore support team to provide help and guidance to contractors throughout their career.

Cloud Tech Supports Chesapeake Conservancy Efforts
Chesapeake Conservancy is using Microsoft Azure cloud technology to analyze the Chesapeake Bay watershed, increasing the efficiency of data creation by more than 15 times and quickly identifying changes over landscapes. This results in a detailed roadmap of where conservation and restoration actions are most needed to keep on track with watershed restoration goals.

For example, Chesapeake Conservancy created new land cover data from 2015 aerial imagery and compared it to data generated from 2013 imagery as part of the Chesapeake Bay High-Resolution Land Cover Project. This comparison focused on impervious surfaces, such as roads and sidewalks, in Albemarle County, Virginia. The demonstration showed possible changes to these surfaces. This information can be used to identify conservation opportunities. Local governments can also use the data for management purposes, including assessments for stormwater utilities.

Keuka Moves into Offshore
Wind Power with Liquid Air

Keuka Research & Development, of the Keuka Energy Group of Companies, has moved from R&D into the U.S. offshore wind arena. The 175-MW wind-power generation project, now under construction at its facility in Palatka, Florida, will soon be based out of Green Cove Springs, Florida. Project completion is scheduled for 2023, when it is expected to produce the first utility-scale stored energy. It will be the first offshore project to produce liquid air instead of electricity.

Even though about 70 percent of shaft horsepower is lost by using liquid air as stored energy, the low capital cost of the RimDrive system combined with liquefaction without electricity puts it at a lower LCOE than natural gas.

Testing of the first cold-store working unit will happen by June 2018.
